For therapists, LMFTs and counselors
When Your Client Needs a Step Up in Care for Substance Use or Alcohol
Some clients need more structure than a weekly session can give. ARC offers adult IOP and PHP in Yuba City, plus telehealth IOP, including evening groups, for adults anywhere in California. With your client's consent, we work alongside you, so they can keep seeing you.

When outpatient isn't holding
You know your client best. Referrers often tell us they reached out when:
- use or drinking is increasing between sessions, or the client returned to use after a period of stability
- the client is missing sessions, or sessions keep turning into crisis management
- the client, or their family, is asking for more support than one hour a week provides
- co-occurring stress, anxiety or mood symptoms are making it harder to stay on track
- you'd like a structured assessment to confirm the right level of care
You don't have to be certain. Refer, and our team will complete an assessment and recommend a level of care.
If your client is in immediate danger, call 911 or the 988 Suicide & Crisis Lifeline.
Programs your client can step into
- Intensive Outpatient (IOP), in person or telehealth: Monday to Friday, 10am–1pm or 2pm–5pm. In person at 1002 Live Oak Blvd., Suite A, Yuba City, CA 95991.
- Evening telehealth IOP: Monday to Friday, 6pm–9pm, by telehealth only.
- Telehealth IOP: live sessions for adults anywhere in California.
- Partial Hospitalization (PHP): in person in Yuba City only, for adults who need daily structure but not 24-hour care. PHP is not offered by telehealth.
ARC serves adults 18 and older. ARC does not provide detox or residential care. If an assessment shows your client needs it, we coordinate through our partner, Ona Treatment Center in Browns Valley, CA.
Placement in a sober living house may be possible; ask our intake team.
A step up, not a hand-off
Referring to IOP or PHP doesn't have to end your work together. With your client's written consent, we coordinate with you during treatment, so they can keep seeing you. We can also confirm enrollment, attendance and participation. When treatment ends, with consent, we send you a discharge summary, so you can pick up where we left off.
Tip we hear from therapists: present the referral to your client as extra support for a period of time, not a replacement for your work together.
What happens after you refer
- We contact you. We respond to referrals within 24 hours. Referrals are checked after hours.
- We check benefits and assess. With your client's consent, we verify insurance benefits and complete an assessment.
- We recommend a level of care. IOP, telehealth IOP, PHP, or detox or residential care through Ona Treatment Center if needed. If ARC or Ona isn't the right fit, our intake team can help find another program.
- We stay in touch. Once your client signs a written release of information, we share updates as needed and on request, as often as weekly, and a counselor is available to talk with you. If necessary, we call you when the level of care changes.
Admission is often possible within 24 hours of referral, depending on assessment and benefits.
Updates on your terms, with your client’s consent
In the form, tell us what you'd like to receive:
- confirmation that your client enrolled
- attendance and participation updates, shared as needed and on request, as often as weekly
- a call if the level of care changes, when necessary
- a discharge summary
We can share these only after your client signs a written release of information naming you. Then a counselor is available to talk with you. Without it, federal confidentiality rules generally prevent us from confirming whether your client contacted us.
Consent and confidentiality
Substance use treatment records are protected by federal law (42 CFR Part 2) and HIPAA. Here's what that means for your referral:
- You can send us a referral at any time. If you aren't sure about consent yet, choose "call me back" and share no client details. We'll discuss next steps by phone.
- To share client details, please have your client's permission to contact us on their behalf. A signed release from your organization is best.
- To receive updates from ARC, your client signs ARC's written consent naming you. It can be revoked in writing at any time.
- Our form: Sent over an encrypted connection to a HIPAA-secured system covered by a Business Associate Agreement. Access is limited to our intake team. Please don't include diagnoses, notes or records. If you need to send documents, call us first, or fax them to 530-420-3633.
Insurance we work with
ARC is in network with major insurance, including TRICARE West through TriWest, Anthem Blue Cross, Blue Shield of California, Aetna, Cigna and UnitedHealthcare. ARC also works with VA Community Care (VA referral required). With your client's consent, we check benefits and explain them before admission.
Network participation and coverage vary by plan. Network participation does not imply endorsement by the Department of Defense or the Defense Health Agency.
If your client needs a different level of care
If the assessment shows your client needs detox or residential care, we coordinate through Ona Treatment Center. If neither ARC nor Ona is the right fit, our intake team can help find another program.
For college and university counseling centers
Counseling centers can refer adult students (18+) the same way. Telehealth IOP is available to adults anywhere in California, including evening telehealth IOP, Monday to Friday, 6pm–9pm. With the student's written consent, we coordinate with your counseling center during treatment.
